What are prerequisite programs?
Prerequisite programs are facility-wide policies and procedures that provide the basic environmental and operating conditions that are necessary for the production of safe, wholesome food. The production of safe food products requires that a food safety plan be built upon a solid foundation of prerequisite programs. Each segment of the food industry must provide the conditions necessary to protect food while it is under their control. This has traditionally been accomplished through the application of cGMPs. These conditions and practices are now considered to be prerequisite to the development and implementation of a food safety plan or HACCP plan.
Under the Preventive Controls for Human and Animal Food, some prerequisite programs may be considered a Preventive control. For those that are considered a preventive control, there are managerial elements that must be developed in advance of and maintained during implementation. However, regardless of whether a prerequisite program is considered a preventive control, the prerequisite program must be documented with written procedures, training, and records to show that each program is being followed.
